Position: Government & PR, Marketing, Communications AdvisorDuty Station: KathmanduOBJECTIVE:The position holder leads the communications, marketing, PR and pro-actively engages in government work of SET4NPL. The position is hands on: the position holder plans the work, discusses it with colleagues and then delivers it. This includes writing, designing, taking photos, running events, meeting government partners and driving the passenger marketing for the SET4NPL e-ticketing platform and the electric bus roll out. The position holder works proactively, brings own ideas and initiatives to the team, and makes sure that GIZ corporate design and MAF and donor visibility rules are followed in everything the project publishes.RESPONSIBILITIESThe position holder is responsible for:Communications, PR and brandingWrites and updates the communications and PR plan: audiences, messages, channels, calendar and targets. Reviews results and adjusts the plans.Writes and designs factsheets, briefs, stories, press releases, newsletters, reports and talking points in Nepali and English.Runs the project website and social media accounts: plans, publishes, monitors and reports on reach.Takes the project's photos and short videos, edits them, and keeps the media library in order, including consent records for all people shown.Checks that GIZ, MAF, donor and partner branding is correct on all project and partner materials and clears materials before they are published.Builds and keeps contact with Nepali and international media. Organises press coverage of milestones and handles media requests together with the Programme Manager.Plans and runs project events: workshops, launches, trainings, ministerial and donor visits. Handles concept, budget, logistics, invitations, materials and documentation.E-ticketing and EMB stakeholder engagement and marketingDevelops and runs passenger and operator campaigns that get people to use the e- ticketing platform (app, fare media, top up) and EMB services.Produces user materials: in-vehicle and station signage, stickers, posters, short videos, simple guides and FAQs, in Nepali and English, for users with limited literacy and limited data.Goes to the field during pilots and roll out, briefs drivers, conductors and operators, collects user feedback and brings it back to the technical team.Keeps regular contact with transport operators, the e-ticketing operator, suppliers and partner banks and coordinates joint campaigns with them.Tracks uptake and campaign results and reports on them.Government engagementCoordinates with government counterparts, including scheduling, agendas, and follow-up for key meetings.Assists in organizing meetings and visits with government and partner missions (e.g., German Embassy, EU, UK, MAF), including briefing materials as needed.Monitors relevant policy updates and flags implications for the project.Represents the project at select meetings, events and working groups when mandated.GeneralPerforms other duties and tasks at the request of the Programme Manager.Required qualifications and experience:Educational Qualifications:Master’s degree in a relevant field (international preferred)Professional Experience:Minimum 5 years of professional experience working in operations, project & stakeholder management, or other relevant professional experienceMinimum 2 years of work experience in NepalMinimum 2 years of international work and/or study experience is preferred.Experience in PR, Marketing and CommunicationsExperience with new technologies, government relations and media relations are a strong asset.Good communication and networking skills; hard-working; positive and pro-active team-player; out of the box thinker; go-getter mentalityProven ability to produce documents – in English and Nepali – that meet above- average criteria in terms of structure, content and language.Language Proficiency: Proficiency in English equivalent to level C2The salary and social benefits will correspond to the GIZ rule applicable to national staff.
