We implement programmes through three interrelated thematic priorities – Climate and Water, Gender Justice, and Humanitarian and DRM to respond to the intersectional and multidimensional nature of inequalities and injustices that perpetuate poverty in the lives of women, marginalized, vulnerable people and communities The Role To form part of the Oxfam emergency response team, providing technical and operational support to assess, analyse and respond to the food security, cash and livelihood needs of communities affected by flash floods in Nepal. The EFSVL Officer will work closely with Oxfam teams, partners, communities and relevant stakeholders to support the rapid assessment, design, implementation and monitoring of EFSVL and cash-based interventions. The role will focus on ensuring that assistance is timely, appropriate, inclusive, accountable and responsive to the evolving needs of affected communities. Key responsibilities include supporting needs and market assessments; contributing to response planning and programme design; providing technical support to partners and field teams; supporting beneficiary identification and registration; facilitating cash or voucher distributions where appropriate; monitoring markets, prices and programme quality; and ensuring that community feedback and learning inform ongoing response decisions. The Officer will work closely with MEAL, Finance, Logistics, Procurement, WASH, Protection, Gender and other programme teams to ensure effective coordination, information sharing and efficient use of resources. The role will also support field-level problem solving, documentation, reporting and early recovery planning, with a strong emphasis on partner capacity strengthening and quality assurance. Who we’re looking for We are looking for someone who has the following experience, knowledge and competencies. Education: Bachelor’s degree in social sciences, Agriculture, Rural Development, Economics, Business, Food Security, Livelihoods or another relevant discipline from a recognized institution. Experience & Skills: 3-5 years of relevant experience demonstrated technical experience in one or more key EFSVL areas, particularly cash and voucher assistance, food security, livelihoods, agricultural assistance and market-based programming. Proven experience in cash and voucher programming, including beneficiary targeting and registration, distribution/payment mechanisms, use of digital tools and systems, and programme tracking and monitoring. Experience conducting food security, livelihoods and market assessments, analysing data and using findings to inform response analysis, programme design, transfer values and implementation approaches. Experience with market assessment methodologies such as EMMA is an advantage. Demonstrated experience of working through and strengthening local partners, including providing technical guidance, coaching, mentoring and hands-on support to improve programme quality and delivery capacity. Experience managing partnerships effectively, including the ability to build trust, influence without direct authority, resolve implementation challenges and ensure agreed activities are delivered to required standards. Experience working in emergency and rapidly changing environments, with the ability to adapt programme approaches to evolving needs, risks, market conditions and operational constraints. Attention to detail and good organisational and administrative skills, including the ability to present concise reports, sometimes a short notice, reflecting the problems and possible solutions for particular situations. Excellent interpersonal and communication skills and the ability to effectively manage and demonstrate leadership within a diverse and multi-cultural team. Clear understanding of, and commitment to, the aims and objectives of Oxfam and humanitarian protection standards and Oxfam Codes of Conduct, the Sphere Minimum Standards, gender, equity and diversity principles. Strong oral and written communication ability in English and relevant local language, and computer literacy.
