CONTRACTUAL INFORMATION: JOB TITLE: Medical Doctor TYPE OF CONTRACT: SSA10 When Actually Employed (WAE) UNIT/DIVISION: Wellness/EMAT Clinic DUTY STATION : Addis Ababa, Ethiopia REPORTING LINE: Head Doctor/Project Manager NOTE: When Actually Employed (WAE) means the job holder will only be called when needed and paid only for the days worked. ORGANIZATIONAL CONTEXT: The UN World Food Programme (WFP) Ethiopia Medical Assistance Team (EMAT) operates a network of clinics across the country offering primary and emergency healthcare services to WFP and UN employees. The post is based at the Addis Ababa EMAT Clinic, with expected travel, with no restriction, to other WFP offices for clinical coverage as needed. The Medical Doctor reports technically to the EMAT Head Doctor and administratively to the EMAT Project Manager. JOB PURPOSE: The doctor will provide evidence-based primary healthcare and emergency care (Basic Life Support (BLS), Advance Life Support (ALS), Pre-Hospital Trauma Life Support (PHTLS)), initiating and supporting medical referrals and medical evacuations to UN and WFP staff, eligible dependents and any other authorized users. The medical care provided should be in accordance with UN Healthcare Quality and Patient Safety standards, national regulations, and international best practices, highest quality, timely, and compassionate. Provide primary health promotion, other wellness activities contributing to the overall safety, well-being of WFP employees, eligible dependents and other authorized users in collaboration with other WFP teams. Oversee and manage the clinic and operations of the BLS/ALS ambulance based in the duty station. ACCOUNTABILITIES/RESPONSIBILITIES: (not all-inclusive): Provide evidence-based patient care and practice in line with Medical Professional Standards and deontological norms. Deliver primary and emergency care, including assessment, examination, diagnostics, stabilization, chronic disease management, medication dispensing, and related clinical duties. Provide BLS, ALS, PHTLS, and stabilization during pre-hospital, inter-hospital, and emergency care, following recognized resuscitation guidance and coordinating with the emergency nurse/paramedic, doctors, and WFP management. Manage ALS ambulance services and, with the emergency nurse/paramedic, operate and maintain equipment—including ventilators, cardiac monitors, and defibrillators—and administer anti-arrhythmic and other medicines. Initiate, process, and, when required, accompany referrals, medical travel, and evacuations; ensure confidential follow-up in Ethiopia and abroad with the Head Doctor, WFP Medical Officer, and management. Offer mental health support, identify cases requiring specialized care, and facilitate referrals to mental health professionals. Consult the Head Doctor on cases beyond the postholder’s scope or experience and join weekly clinical peer reviews with WFP doctors. Submit monthly cumulative diagnosis reports, by contract type and gender, to the EMAT Head Doctor for epidemiological monitoring and insurance claims. Monitor and report public health concerns to support surveillance activities and outbreak response as required. Record all consultations in the electronic medical records system and protect confidentiality; disclose only the minimum information required for an evacuation, emergency, or referral. Support health-promotion campaigns on healthy lifestyles, stress, injury and illness prevention, vaccination, screening, and health communication with WFP doctors and sub-offices. Conduct entry and periodic medical examinations and provide mission or reassignment travelers with pre-travel screening, vaccination, and malaria-prevention guidance. Help develop emergency and disaster plans covering public health risks, infection prevention and control, and medical emergencies with EMAT, Security, and field offices. Organize and participate in Continuous Medical Education (CME) sessions, workshops, emergency drills, and simulation exercises. Conduct training sessions on basic first aid and other health-related topics for WFP staff and authorized users, in coordination with other units. Ensure adherence to UN healthcare quality and patient safety standards (HQPS) in all aspects of clinical service delivery. Use digital systems to maintain adequate pharmaceutical and consumable stocks, serviceable medical equipment, and regular inventory reports to the EMAT Project Manager. Provide medical escort services for high-level delegations as requested by management. Perform other related duties assigned by the Head Doctor, Project Manager, WFP or sub-office management, or other authorized officials. STANDARD MINIMUM QUALIFICATIONS AND EXPERIENCE: Education: University degree in Medicine or demonstrably equivalent studies from a recognized institution. Registration as a General Practitioner in Ethiopia with a valid practicing license. Specialists Masters or higher training in Emergency medicine, internal medicine, critical care or any other is added advantage. Additional training and certification in emergency cases management will be an advantage (ACLS/PHTLS). Knowledge, Skills and Ability: Ability to travel to any of the WFP offices and other locations within the country without any restrictions or accommodation. Strong clinical judgment, diagnostic ability, and expertise in emergency and primary care. Ability to work accurately, independently, dependably, and calmly under pressure, with limited resources and minimal supervision. Proficient in medical inventory management, including cost-effectiveness and accurate tracking of pharmaceutical supplies. Excellent oral, written, presentation, and technical-writing skills, with proven ability to engage diverse stakeholders. Strong interpersonal skills and ability to build effective relationships with clients, teams, volunteers, communities, and professionals across agencies and cultures. Ability to design and facilitate adaptable, audience-specific training on varied health topics. Demonstrates high ethical standards, professionalism, and strict adherence to confidentiality protocols. Experience: • Minimum 5 years of clinical experience, with at least 3 years in an emergency or primary care setting. • Experience in handling medical emergencies, trauma cases, and infectious disease outbreaks. • Previous experience in remote medicine, occupational health, or humanitarian healthcare settings is an advantage. Language: Fluency (level C) in English language, reading, writing and speaking Knowledge of duty station local language is required.
