AFN is committed to respecting, protecting and promoting internationally recognized human rights including civil and political, economic, social and cultural rights, with particular emphasis on gender equality, the protection of children, people with a disability and the rights of minorities and vulnerable and marginalized groups.Project BackgroundThe “Advancing Adolescent Sexual and Reproductive Health Through Comprehensive Education and Services in Remote Nepal” project is a 10 days initiative supported by the Australian Himalayan Foundation (AHF) and implemented in Thulung Dudhkoshi and Sotang Rural Municipalities of Solukhumbu District.The project has been designed in response to:High rates of child marriage and adolescent pregnancyLimited access to adolescent-friendly health servicesWeak implementation of Comprehensive Sexuality Education (CSE)Low awareness among adolescents regarding sexual and reproductive health rights and servicesLimited teacher capacity to deliver age-appropriate and participatory sexuality educationThe project aims to strengthen both school- and health facility-based systems by:Strengthening teachers through CSE training and enhancing the capacity of School Management Committees (SMCs) to promote adolescents’ access to quality education, ASRH information, and sustainable school-based support systems.Strengthening adolescent-friendly health servicesEstablishing adolescent-friendly corners in schools and health facilitiesStrengthening referral mechanisms and psychosocial support systemsEngaging parents, communities, schools, and local governmentsStrengthening Adolescent Health Coordination Committees (AHCCs)Promoting safeguarding and GEDSI-sensitive approaches across all interventionsThe project aligns with Nepal’s National Adolescent Health and Development Strategy, National Health Policy, School Education Sector Plan, National Family Planning Program, and other national ASRH priorities.Job Purpose:The Project Officer will lead the day-to-day implementation, coordination, monitoring, and reporting of the ASRH project at field level.The position is responsible for ensuring effective implementation of project activities related to:Comprehensive Sexuality Education Adolescent Sexual and Reproductive Health Teacher training and mentoringHealth worker orientation and mentoringAdolescent-friendly servicesReferral mechanismsParent and community engagementSafeguarding and GEDSI integrationCoordination with local governments and stakeholdersThe Project Officer will work closely with:Rural MunicipalitiesSchools and School Management Committees Health Facilities and HFOMCsAdolescent Health Coordination Committees Teachers and child clubsParents and communitiesDistrict and local stakeholdersPartner organizations including REED Nepal and othersThe position requires regular field visits, technical coordination, monitoring, documentation, and stakeholder engagement to ensure achievement of project outputs and outcomes.Duties and Responsibilities:A. Project Planning and ImplementationImplement project activities according to approved workplans, budgets, log frames, and implementation schedules.Coordinate and facilitate implementation of project activities in schools, health facilities, HFOMCs, SMCs, PTAs and communities.Prepare detailed activity plans, field schedules, budgets, and fund requests for timely implementation.Ensure project activities are implemented in line with the project theory of change, donor requirements, and AFN policies.Support implementation of:Comprehensive Sexuality Education activitiesASRH promotion activitiesAdolescent-friendly health service strengtheningSchool and health facility adolescent cornersReferral pathways and safeguarding mechanismsParent and community engagement activitiesEnsure project activities are inclusive and accessible for adolescents from marginalized and vulnerable groups including girls, Dalits, ethnic minorities, and persons with disabilities.Conduct regular field monitoring visits to schools and health facilities.Ensure timely completion of planned activities and achievement of project targets.B. Training, Mentoring and Technical SupportCoordinate and support CSE training for teachers and orientation sessions for child club members, parents, and community stakeholders.Support orientation and mentoring of health workers on ASRH job aids, adolescent-friendly services, psychosocial support, and referral mechanisms.Provide regular mentoring and follow-up support to:Health and gender focal teachersHead teachersChild club focal teachersHealth workersChild club membersPeer educatorsAHCC membersSupport teachers to conduct participatory, inclusive, and age-appropriate CSE sessions in classrooms.Support schools and health facilities to establish and manage adolescent-friendly corners and maintain utilization records.Support schools to strengthen safeguarding and incident reporting mechanisms.Facilitate peer education and extracurricular activities led by child clubs including:Quiz contestsStreet dramaPeer discussionsAwareness campaignsPromote psychosocial support and referral pathways for adolescents requiring additional support services.C. Community Engagement and AwarenessSupport implementation of parent orientations, community dialogues, and awareness activities on ASRH and CSE.Promote positive attitudes toward adolescent health education and services among parents and communities.Facilitate intergenerational dialogues between adolescents, parents, teachers, and community members.Support awareness activities to reduce stigma, harmful gender norms, child marriage, and discrimination.Promote awareness and utilization of adolescent-friendly health services.F. Sustainability and Institutional StrengtheningSupport local governments, schools, and health facilities to strengthen ownership of project interventions.Promote sustainability of adolescent-friendly services, CSE activities, and safeguarding mechanisms beyond project completion.Support integration of ASRH priorities into local planning and budgeting processes.Strengthen coordination between schools, health facilities, and local government structures.Support development and implementation of sustainability and exit strategies.G. Safeguarding, Risk management and InclusionEnsure all project activities comply with the organization’s safeguarding and inclusion policies, including Child Safeguarding, PSEAH, and Gender Equality, Disability, and Social Inclusion (GEDSI) standards.Promote the participation of marginalized groups (e.g., girls, persons with disabilities, Dalits) in project activities. Contribute to assessing, mitigating and reporting on risks, including risks of child abuse and exploitation and sexual abuse and exploitation, in the project area;Support the development and implementation of effective incident reporting mechanisms both within the health centres and in the community.Ensure immediate reporting to AFN of any incident of abuse and exploitation.Follow directives of AFN for follow up required regarding incidents, including reporting to concerned authorities;Ensure safety of survivor, confidentiality and survivor centred approach. Contribute to raise awareness and practice of GEDSI, Child Safeguarding and PSEAH with all health stakeholders.H.
