Municipal Cluster Coordinator

Location: Koshi Province 3 positions and Bagmati Province 1 position. Based on one of the selected municipalities within the assigned cluster, with frequent travel to cluster area. Reports to: Public Financial Management AdvisorTime: 100% (8 hours a day and 5 days a week) Duration: One year initially, with the possibility of an extensionPurpose of the JobThe Municipal Cluster Coordinator is the day-to-day link between the MunRev Technical Assistance team and selected partner municipalities within a cluster, based in one of the local governments to ensure close coordination between the TA team and the municipal Project Implementation Units (PIUs). Working closely with the Mayor, CAO, Revenue and IT Sections, and the Revenue Advisory and Resource Estimation Committees, and coordinating with the PCU, PSU and TA team, the Coordinator facilitates the effective and timely implementation of project activities on the ground across own-source revenue, public financial management, and service delivery.Essential Functions and Responsibilities Field coordinationServe as the day-to-day link between the TA team and the three municipalities in the cluster, ensuring close coordination with each PIU and its revenue and IT sections.ImplementationFacilitate timely, quality implementation of MunRev activities in the cluster; OSR, PFM, service delivery, digitalization, and GESI in line with the ProDoc and the approved Yearly Plan of Operation (YPO).Planning and budgetingSupport the PIUs to prepare cluster-level inputs to the YPO and annual budgets in coordination with the PCU and PSU, and support budget discipline in implementation.Municipal Revenue Reform Support municipalities in preparing and implementing Municipal Revenue Reform Plans, revenue profiles, revenue potential assessments, and revenue enhancement measures.PIU supportSupport the functioning of each PIU (led by the Mayor, with Deputy Mayor, CAO, Head of Revenue, and the Social Development Officer as GESI focal person), including action planning, progress review, approvals, and course correction.Technical facilitation Facilitate the delivery of technical assistance, training, and capacity development to municipal staff and elected representatives, drawing in the TA advisors as needed.Stakeholder engagement Engage the municipal assembly, wards, Revenue Advisory and Resource Estimation Committees, and provincial counterparts (MoEAP) to build ownership and coordination.Monitoring and reporting Track cluster progress against the results framework; collect GESI-disaggregated monitoring data; and submit regular cluster progress reports to the GSD Advisor / PSU and MEL function.Learning and Knowledge Sharing Promote inter-municipal learning and facilitate the exchange of experiences, innovations, and good practices within and across clusters.Compliance Ensure adherence to Swisscontact policies, operational guidelines, safeguarding requirements, GESI and PSEAH standards, and other applicable project procedures.Qualifications and CompetenciesThe incumbent must have the following qualifications and expertiseBachelor's degree (master’s degree preferred) in Public Administration, Management, Economics, Development Studies, Public Policy, Social Sciences, or a related field. At least 3 years of relevant professional experience in local governance, public financial management, municipal development, revenue administration, or development project implementation, preferably at the local government level in Nepal. Good understanding of Nepal's federal governance system, local government operations, and municipal revenue mobilization and public financial management (PFM); familiarity with SuTRA and other municipal digital systems will be an advantage. Strong coordination, facilitation, stakeholder engagement, and capacity-building skills, with the ability to work effectively with elected representatives, municipal officials, and development partners.Commitment to Gender Equality, and Social Inclusion (GESI) and inclusive stakeholder engagement. Excellent communication skills in Nepali and working proficiency in English. Willingness to be based in the assigned cluster municipality and undertake regular travel within the cluster. Familiarity with the local context of the assigned cluster/province will be an asset.
